The PUC also added protections for people who earn 300% or less of the federal poverty level. Those customers cannot have their utilities shut off unless shut off is authorized by the Commission. BUT those customers must exhaust their options with available utility assistance programs and also request a payment plan with their utility,

There are other protections for people 300% or less of federal poverty, like requirements for the utilities to waive late fees and connection/reconnection fees.
